Credit Assistance for Surface Transportation Projects

This document proposes to implement a new program enacted under the Transportation Infrastructure Finance and Innovation Act of 1998 (TIFIA), to provide credit assistance to surface transportation projects. The TIFIA authorizes the DOT to provide secured (direct) loans, lines of credit, and loan guarantees to public and private sponsors of eligible surface transportation projects. Projects will be evaluated and selected by the Secretary of Transportation. Following selections, individual credit agreements will be developed through negotiations between the project sponsors and the DOT. This document solicits comments on a proposed regulation to establish a new credit assistance program for surface transportation projects; and the process by which the DOT, through the FHWA, the FRA, and the FTA, will administer such credit assistance.
